While many of their most transformative applications remain on the horizon, researchers envision breakthroughs ranging from predictive modeling systems capable of <a href=\"https:\/\/quantumzeitgeist.com\/quantum-simulation\/\">forecasting<\/a> weather, traffic, and market fluctuations, to ultra-sensitive <a href=\"https:\/\/www.nature.com\/articles\/s42254-023-00558-3\">sensors<\/a> revolutionizing medical diagnostics. As with all emerging technologies, breakthroughs in quantum computing also bring potential risks to manage, including the <a href=\"https:\/\/www.wired.com\/story\/q-day-apocalypse-quantum-computers-encryption\/\">amplification<\/a> of government surveillance and a range of <a href=\"https:\/\/defensescoop.com\/2024\/12\/30\/darpa-eying-new-quantum-sensing-program-robust-quantum-sensors-roqs\/\">advanced military applications<\/a>. Persistent questions also remain surrounding\u00a0 the equitable distribution of quantum\u2019s economic and social benefits, alongside the need to foster innovation without reinforcing existing concentrations of power and wealth.<\/p>\n<p>The implications of quantum technologies are deeply political. The choices made today about how to fund research, structure international and public-private cooperation, and design guardrails will shape who benefits from quantum advances and who bears the burdens. As such, quantum policy demands a broad, inclusive dialogue that engages lawmakers, civil society, and global stakeholders, alongside leading quantum scientists and engineers. Only by acting early can we ensure that the quantum revolution advances human flourishing and democratic governance, rather than exacerbating inequality or fueling authoritarian control.<\/p>\n<p>This series brings together a wide range of perspectives on the policy challenges emerging from the quantum revolution, offering insights into how advances in quantum computing, networking, and sensing could reshape our world. While the contributors approach these issues from different angles, they share a common conviction: that we must confront these questions now\u2014before the technology becomes ubiquitous\u2014so that scholars, policymakers, civil society, and other stakeholders are better equipped to shape a more equitable and secure quantum future.<\/p>\n<ul>\n<li aria-level=\"1\">In \u201c<a href=\"https:\/\/www.justsecurity.org\/?p=111035&amp;preview=true\">The Digital Divide Meets the Quantum Divide<\/a>,\u201d Alessia Zornetta and Michael Karanicolas evaluate the implications of the quantum revolution for global development, and in particular for Global South countries likely to be locked out of emerging research and development collaborations.<\/li>\n<li aria-level=\"1\">In &#8220;<a href=\"https:\/\/www.justsecurity.org\/111038\/market-structure-strategic-quantum-innovation\/\">Structuring Markets for Strategic Quantum Innovation<\/a>,&#8221; Tracey Forrest and Nikolas Guggenberger weigh the emerging role of antitrust or competition rules towards supporting longer-term quantum investment and a competitive research landscape.<\/li>\n<li>In &#8220;<a href=\"https:\/\/www.justsecurity.org\/113334\/revitalizing-corporate-governance-quantum-age\/\">Revitalizing Corporate Governance for the Quantum Age<\/a>,&#8221; Michael Siebecker considers shifting standards of corporate governance as a result of new insights and strategic planning developed through quantum computing, which in turn will likely impact standards of oversight, diligence and liability.<\/li>\n<li aria-level=\"1\">In &#8220;<a href=\"https:\/\/www.justsecurity.org\/113733\/quantum-computing-crytopography\/\">U.S.-Allied Militaries Must Prepare for the Quantum Threat to Cryptography<\/a>,&#8221; Edward Parker discusses challenges that quantum computing poses to cryptography, and the need for allied governments to ensure that communications interoperability is secure against quantum attacks.<\/li>\n<li>In &#8220;<a href=\"https:\/\/www.justsecurity.org\/114041\/intellectual-property-quantum-value-chain\/\">Intellectual Property within the Quantum Innovation Value Chain<\/a>,&#8221; Anh Nguyen considers how the IP value chain applies to quantum innovation, and discusses avenues to prevent chokepoints likely to stifle innovation.<\/li>\n<li>In &#8220;<a href=\"https:\/\/www.justsecurity.org\/116473\/security-stakes-global-quantum-race\/\">The Security Stakes in the Global Quantum Race<\/a>,&#8221; Argyri Panezi surveys security risks and opportunities related to these technologies to emphasize the need for a broad and inclusive governance framework.<\/li>\n<li aria-level=\"1\">In &#8220;<a href=\"https:\/\/www.justsecurity.org\/115813\/quantum-new-economic-world-order\/\">Quantum Supply Chains: A Test Case for a New Economic World Order<\/a>,&#8221; Ulrich Mans considers emerging geostrategic questions related to quantum supply chains, and how the relationships and collaborations of today will likely set dynamics for the next generation of innovation.<\/li>\n<\/ul>\n<p>The articles have been developed for <i>Just Security<\/i> as part of a research collaboration between the <a href=\"https:\/\/cqn-erc.arizona.edu\/\">Center for Quantum Networks<\/a>, the <a href=\"https:\/\/naranglab.ucla.edu\/\">Narang Lab<\/a>, and Dalhousie University\u2019s <a href=\"https:\/\/www.dal.ca\/faculty\/law\/LATI.html\">Law and Technology Institute (LATI),<\/a> with support from the National Science Foundation&#8217;s Responsible Design, Development, and Deployment of Technologies program.<\/p>\n<p>Together, we hope this series will advance policy discussions on quantum technologies, help prepare decisionmakers\u00a0 for the quantum revolution, and cultivate legal and policy frameworks that harness quantum\u2019s full potential while mitigating potential
